James G. Gaynor II, CEO/President

Jim has served as Grafton’s CEO since 2002. Prior to his Grafton appointment, Jim was the CEO of North Pointe Behavioral Healthcare Systems in Michigan and later served as the CEO of Unity, Inc., the largest not-for-profit behavioral healthcare provider in Oregon. He led the successful turnaround initiative of Portland, Oregon’s $80M publicly funded mental health system as the County’s Director of System Redesign.

Jim is on the Board of Directors of Mental Health Corporations of America (MHCA) and has chaired their Future Forum for consecutive terms. Jim has also been a SAMHSA invitee to the past two International Institutes for Mental Health Leadership in Auckland, New Zealand and Edinborough, Scotland.

Jim attended Ohio State University and the University of Toledo where he completed a dual major doctoral track in Clinical and Educational Psychology. He also completed his Bachelor’s degree in Psychology and his Master’s degree in Counseling Psychology.

Dana J. Papke, Executive Vice

President/Chief Operating Officer

Dana is Grafton’s Chief Operating Officer. She has been with Grafton since 2004 when she joined the organization as Vice President and Chief Administrative Officer focusing on the company’s human resources, training, risk management, and regulatory/compliance functions. Prior to Grafton, Dana held operations and HR roles within the healthcare industry. She was Executive Vice President, Human Resources for ValueOptions, a billion-dollar managed behavioral healthcare organization. She has also served as Chief Operating Officer for Gateway Physician Services; and, Vice President, Human Resources for Prudential Insurance Company of America.

She earned her BA from the University of North Carolina at Chapel Hill, and received her Masters in Human Resources Development from The George Washington University.

David Applewood, Chief Financial Officer

David has over twenty years of extensive experience in the health care industry with emphasis on contract negotiations, budget management, fiscal accounting and compliance with regulatory and accrediting agencies.  His most recent position was Vice President/Chief Financial Officer of War Memorial Hospital, Berkeley, West Virginia, a not for profit hospital (part of Valley Health Systems).  During his six year tenure at Valley Health, he was responsible for ensuring proper billing and tracking, producing Medicaire and Medicaid cost reports, managing and completing annual audits, negotiating reimbursement contracts with third party payers and ensuring compliance with all applicable local, state, federal and accrediting agency regulations. 

David earned a Bachelor of Arts degree in Economics/Accounting at Emory and Henry College and an Executive MBA at George Mason University. 

William F. Davis, Chief Information Officer

Bill has over 30 years experience in information services and technology and has provided technical and management support in information technology for all Grafton operational facilities. He worked in a variety of industries besides human services, including manufacturing, financial and distribution. For the last fifteen years, Bill has provided leadership at the top level in the IT area for various companies. He earned an Associate degree in Applied Science in Electronic Data Processing from Alfred State College.

Edward Hoefle, Executive Director, Berryville

Ed joined the Grafton School in 2007 as the Executive Director of its Berryville Psychiatric Residential Treatment Center, where he is responsible for both administrative and clinical oversight.

With over thirty-five years experience in behavioral healthcare, Ed has considerable expertise in planning and developing acute inpatient psychiatric treatment, as well as implementation of health, mental health and substance abuse projects. During an eighteen year tenure at Tampa Bay (Florida) Academy, which he founded and served as Executive Director prior to his Grafton position, Ed established the highly regarded Tampa Bay Academy Charter School to serve the needs of children and adolescents with severe behavioral challenges. He also directed the construction and service implementation of three acute psychiatric and substance abuse hospitals serving children and adolescents, and served as CEO of Questar Group in Florida.

He earned both BA and MA degrees from Northern Illinois University and has been a certified behavioral health executive (CBHE) for the past 13 years.

Melissa Johns, Executive Director, Richmond

Melissa (Missy) has served in a number of leadership roles since joining Grafton in 1999 including Residential Manager and Quality Improvement Supervisor and she is a strong advocate for individuals with disabilities. As Executive Director, Missy is responsible for the administrative and clinical oversight of the Richmond facility. Prior to Grafton, she served as a Therapist in the Emergency services department of Prince William County’s (VA) Community Services Board where she provided services for individuals who were at imminent risk of injuring themselves. She holds a Bachelor’s degree in Psychology from Longwood College and a Master’s degree in Clinical Psychology from the American School of Professional Psychology.

Kimberly Sanders, Executive Director, Winchester

Kim has worked with children and adults with Autism and other developmental disabilities for nearly 20 years. During her tenure at Grafton, Kim has served as Program Supervisor, Case Manager, Adult Services Administrator and Residential Administrator. She is currently the Executive Director of the Winchester Region of Grafton School in Winchester, VA. She is also an active member of the National Association of Residential Providers of Adults with Autism (NARPAA). She presented at the 2007 ASA conference on Residential Standards with fellow NARPAA members and is recognized as an innovator for moving towards a physical restraint free environment at Grafton.

Kim’s education includes a BA in Psychology from Shepherd College and a MS in Strategic Leadership from Mountain State University.

Deborah Deutsch-Rios, Director, Clinical Services

Deborah, M.A., L.C.P.C., joined Grafton as Clinical Director following a similar role at Linkages of Learning, a school-based collaboration among Montgomery County (MD) Department of Health & Human Services, Montgomery County Public Schools and non-profit service providers.

Her background includes oversight of multiple outpatient mental health clinics serving clients ranging in age from children through seniors in both the non-profit and for-profit sectors. She holds a L.C.P.C. in Maryland and a National Board of Certified Counselors CPC among other certifications and licenses.

Her formal training and education include graduate studies in Management at Georgetown University, and Public Health at Johns Hopkins University. She earned her MA in Counseling Psychology at Bowie State College and a BA in Spanish Secondary Education at Maryland’s Salisbury State College

Lynette Johnson, Director of Education

Lynette is Education Director at Grafton, a position she has held since 2006. She came to Grafton in 1989 as a consultant in special education/instructional services, and has Virginia certification as a Reading Specialist and in developmental reading, emotional disturbance K-12, and specific learning disabilities K-12.

Prior to Grafton, Lynette was Grant Manager for the Virginia Autism Resource Center overseeing grants addressing the evaluation and placement within the community of individuals in state facilities. She was also a consultant to the For Love of Children (FLOC) Wilderness Program, which provides young children and high-risk youth with the resources to achieve educational and personal success.

Lynette earned a Bachelor of Arts in Psychology from Colorado State University and Masters Degree in Special Education from the University of Northern Colorado.
