The Infant & Toddler Connection of Shenandoah Valley is an early intervention service that teaches, coaches and mentors families of children up to age three who have a developmental delay, diagnosed disabling condition, or development that is not typical of most children. The goal of the program is to work with families to address a child’s developmental needs as quickly as possible in an effort to eliminate or minimize services later in the child’s life. Services are provided by Grafton, in partnership with the City of Winchester, and serve children in six different localities: Frederick County, Clarke County, Warren County, Page County, Shenandoah County and the City of Winchester.

In a joint effort between public and private sectors, Infant & Toddler Connection of Shenandoah Valley utilizes a qualified team of licensed professionals who specialize in cognitive, physical, communicative, social and emotional development. Our licensed professionals offer intervention services in homes and in other natural environments to help families develop skills and strategies that can be incorporated into their child’s daily routine. Making use of such a large and diverse support group builds parents capacity in helping their child on a daily basis.
The program is partially funded through state and federal grant dollars authorized through the Individuals with Disabilities Education Act. We accept Medicaid and most private insurances for services. As part of our commitment to offering early intervention to every eligible child in the Shenandoah Valley region, no family will be denied entitled services due to an inability to pay.
